Energized Substations Upgrade, Bonneville Power - Western WA

The work performed under this contract consisted of replacing fuel storage and distribution systems at four energized substations. These substations are major distribution and routing points for Bonneville Power's Western Washington power grid. Bonneville Power places a high priority on these systems, and only select, pre-qualified, contractors are allowed to bid on this work.

Major features of work included: decommissioning underground storage tanks and piping; performing environmental surveys and site assessments; surgical excavation inside substation confines; selective above-ground and below-ground demolition; removal and replacement of concrete and asphaltic concrete; removal and disposal of contaminated soils; installing new emergency generator fuel storage and distribution systems; general construction work; and site restoration.

The contract required strict quality control and safety measures. All personnel underwent mandatory safety training for work inside active high voltage substations, and a full-time "Safety Watcher" was employed lwhose sole duty was to continuously monitor each field crew's adherence to safety procedures.

Project Performance

The contracts were completed safely, on time, and on budget. Bonneville Power's Contracting Officer wrote a Letter of Commendation that described the contract performance and cooperation as "Excellent."
